Maximum quantity billing is coming soon: what to know

Atlassian will soon roll out an updated billing model – maximum quantity billing – for select monthly subscriptions.
We’re updating our billing approach to better reflect your team’s real-world usage. Instead of charging based on fluctuating user counts, we’ll bill based on your maximum active usage during the billing period.
Why this helps:

- Simplified tracking – easier to plan, budget, and avoid surprises when your team scales up
- Better visibility – see exactly when and how your user count increases
This change will be implemented gradually over the next few months. All customers with monthly subscriptions for the apps listed below can anticipate a transition to this new billing model by October 2025:
- Compass
- Confluence
- Guard
- Jira
- Jira Product Discovery
- Jira Service Management
- Loom (already live)
- Marketplace apps
Further announcements will be made as additional apps transition to maximum quantity billing. Annual subscriptions are currently unaffected.
How does it work?
Atlassian charges monthly subscriptions on a per-user pricing model. Historically we have calculated monthly invoices based on the number of users at the end of each billing cycle.
With the introduction of maximum quantity billing, we will begin calculating monthly invoices based on the highest number of seats that were active at any point during the month. If seats are added during the month, automatic recalculations will occur.
For instance, if your team begins June with 10 seats and adds 5 more mid-month, your billable seat count for July will be based on the total of 15 seats from the last day of June. The additional 5 seats will be billed on a prorated basis for the duration they were active—specifically, half of the month.
You are free to adjust your seat count as needed during any billing period. However, please note that removing seats during the month will not lead to deductions, refunds, or credits on your monthly bill. Instead, these additional seats will remain available for use until the next billing cycle. Any reductions will be reflected in your bill for the following month, assuming no further changes are made.

What’s next
Maximum quantity billing will be rolled out in phases over the coming months. Here’s a timeline so that you know what to expect, and when:
- May 2025: We’ll email all eligible billing admins announcing maximum quantity billing.
- June 2025: We’ll email all eligible billing admins about their transition happening in July or August.
- October 2025: We’ll send a reminder email to all remaining billing admins about the general availability timeline. At the end of the month, all remaining monthly subscriptions for eligible apps will be switched to maximum quantity billing.
